Files in cf_scripts blocked by CORS on browsers

Trying to upgrade to CF2021 and getting CORS errors on 1 of three apps.  Have attempted to instal IIS CORS Module, and added web.configs to both app, and then cf_scripts for the CORS settings.  That did not correct the 401 error. 

This is occuring on file get operation, even when tryign to fetch a file by url directly, such as http://localhost/cf_scripts/scripts/ajax/package/cfajax.js.  So the cfheader for CORS not helping here either.

I have also attempted to use the Enable CORS in CFIDE and that had no effect either.
