How to have complete row stretch (in height) when one column in the report requires the additional height?

I have a report (CF10) that exports to an excel spreadsheet. Sometimes one of the fields needs extra height to show all the data. When this happens only the field needing the height expands and I need the entire row to grow taller.

For all the fields:

Under Fields and Properties under the Formatting section I have Stretch with Overflow set to True. Under Print Control I have Print When Detail Overflows set to True and Stretch Type set to Relative to Tallest Object.

What am I missing?
