How to solve canonical URLs issue?

Question

I really have to solve this problem and improve the position of my site  in Google search results. Now, I must admit that I don't know much about it so I'm not sure which search engine (SE) friendly approach to use. Anyway, should I use CF 301 redirect, something with IIS (is this even possible, to set all URLs at once) or maybe <link> canonical tag.
