IIS and Vista

I've been away from CF for a while. Just downloaded CF8 to get back into it. Attempted to load IIS in Windows Vista Home Premium via Control Panels\Programs and Features\Turn Features on and off.
Got the error "An error has occured. Not all of the features were successfully changed."
Have researched this error through Microsoft and all over the web and search engines. Have found literally hundreds of blogs about it, but nobody has an answer. Microsoft techs don't have a clue. Some have had the problem after loading MS language packs, but I have no language packs installed. Has anybody else run into this that has the answer? I would really like to get back to CF development, but I need a web server.
