Installing packages offline

Our division just purchased ColdFusion 2023 but our server does not have access to the internet. Is there any way for us to patch the server while offline? We just need to connect our oracle database to the server. We've tried dropping an oracle connector for the data source into /lib but when we go to add the datasource in the admin dashboard, it requests we download the oracle package through the cli.
