The last line should read "http://localhost:8300/eisapp/index.cfm" NOT "http://localhost:8300/cfusion/eisapp/index.cfm".

i.e. to display a CFM file located at C:\JRun4\servers\cfusion\cfusion-ear\cfusion-war\eisapp\index.cfm, you specify the URL as http://localhost:8300/eisapp/index.cfm.
