license downgraded from Standard to Developer CF 2016

We have a strange issue whereby the CF 2016 standard license of some of our servers changes to a developer license.  I cant replicate the issue, and have no idea why it would happen.  Has anyone seen this issue before or have an idea of what the cause would be? When we do a build, some of the NEO files are copied over to retain settings like SQL connection strings.  Could this be causing the issue?
