Oracle 12c Authentication Issue

I have been receiving ORA-28040: No matching authentication protocol in CF11. I have tried the SQLNET.ALLOWED_LOGON_VERSION = 8. Our Oracle 12c DB is not a CDB so the changes to listener.ora will not work. Any other suggestions?
