the connection to the server cannot be established

probably an ancient question, but i have a coldfusion server on my local network and i have ColdFusion report builder on my machine, well I cannot seem to connect to my ColdFusion server at all. I am receieving....the connection to the server cannot be established. I have already uncommented the RDS part of the web.xml file and am using IIS 6 on windows server 2003. Any assistance would be great. Thanks.
