Unable to perform offline installation

I am attempting to do an offline activation on a ColdFusion 2021 installation on a server that is behind a protected network and does not have internet access. 

 

I attempted to follow the instructions listed on the https://helpx.adobe.com/ca/coldfusion/using/coldfusion-licensing-activation.html#Offlineactivation help page but the option to generate a Activation Request is missing.

 

Is there an alternative command line option or different method to generate the activation request?
