Why is a feature listed as deprecated in v2018, if it was removed in v11?

I'm preparing to upgrade a CF application from v2016 to v2021.  In looking at Deprecated Features (adobe.com) page, I'm confused by several features that are listed as removed in v11, but deprecated and unsupported in v2018.  The information on "cfcache" is a good example.

This doesn't make sense to me.  If it was removed in previous version, why would it be listed as deprecated in a later version?  Is this a mistake on the page or am I misunderstanding something?
