Joe Reinhart put me onto this. The docs here are:

a) wrong: "Sends messages to a specific channel based on the filter criteria (which is a struct).". That's the docs for something else.

b) far too superficial to be useful anyhow.

Please fix.

This is a significant new feature in CF10, so you can't really be having docs this poor.
