This is why color management with icc profiles was invented.

But phones have no color management support and there's no way to control how they display things.

The best you can do is convert to sRGB IEC61966-2.1 in Photoshop. Without color management, sRGB has the highest likelihood of displaying roughly right in the highest number of different scenarios. The rest is out of your hands.
