404-no testing server or does not map to URL prefix

cPanel/phpMyAdmin = no problem. Believe WHM set up correctly, checked version match, added remote host. Have no problem with hosted server space. Two sites with problems that are dedicated servers. Emailed provider who said localhost should work. Have set up many, many, many with no problem and didn't know if with CS3 there is something I'm missing. Thanks for any ideas.
