add 1 page CMS

I would like to add the ability of a user updating just one page of a site. Maybe in an I-frame. Does anyone know of an existing app. that I can do this with? Maybe PHP/MySQL, open source. I also don't mind paying for it if it is reasonable and will accomplish what I need.
