After Install, Manage Sites Never Loads

After installing Dreamweaver using Creative Cloud on Server 2019, the Manage Sites page won't load and crashes Dreamweaver.  If I kill the session and try to reopen, it automatically opens Manage Sites and the page never loads.

Installed an older version and now the Manage Sites screen is an Adobe screen that never loads.  It just keeps spinning.

It's a fresh install on a clean Windows Server 2019 system.  I'm reinstalled multiple times.  When v20.0 is launched, DW opens then a white screen appears.  It "appears" to be a setting window, but it never loads.  When v19.2.1 is launced, DW opens then a white screen appears with the Adobe logo at the top.  It never stops spinning.
