Hi. Is there any way to paste a block of text into Dreamweaver and then format it to automatically add <br> tags after line breaks or double line breaks?

Thanks!

If you're pasting from MS Word, you don't want formatted text coming in because it adds unwanted junk code to your markup.

Use Ctrl + C to copy.

In DW, go to Edit > Paste Special.  See screenshot.

If the text you are copying is formatted with a normal paragraph (enter) then it will be formatted that way in DW.  If it is formatted with a break (shift+enter) then it should come in that way.  If you want the text to come over differently, you may be better off using a CMS that can make this conversion as this is something that could be programmed into that type of setup, but not something DW can do on its own as far as I am aware of.
