IMHO, the best components are the combination of ASPUpload & ASPJpeg.
they fill your requirements & many ASP hostings have them installed. but
if you're going to have your own server surely there're cheaper options

i used the free Dundas Mailer/Upload
( http://aspalliance.com/dundas/default.aspx) some months ago and it was
a pain in the neck, but mostly because the tech support at the client
hosting was a crap. don't remember now all the features

do a search in http://www.aspfaq.com/ for more options
