Currently i am working on a wordpress blog http://www.howtorootphone.com/ which is related to Android.I want tog build a simple theme for my blog.can DreamWeaver help me in developing Wordpress theme.Thanks

If you fully understand the way WordPress uses PHP, yes, you can use DW to create a WordPress theme pretty easily.

If you don't understand PHP then the answer is pretty much "no".
