can a cms such as expressionengine,cmsmadesimple or joomla edit dynamic content?

I am struggling to understand how CMS's such as those mentioned above work. Can anyone please confirm if its possible to edit dynamic content (eg. photographs and captions held in a mysql database) using a prebuilt cms? If not I would be grateful for any advice/solutions you can suggest.

A CMS is used to create and maintain dynamic content, so the answer to your question is most definitely yes. Now, if you mean can you use a CMS to edit content that was created with another tool, then no, probably not. A CMS uses its own database structure to store content.
