the real answer is " ... that depends... ", in fact that depends, because, you have an important question to ask yourself initially, " which application model you want to deploy ? "...

several possibilities :

1. if you choose an Android and IOs model, going throught an app store,  DW won't be able to help you, because it doesn't support Objective C, nor Swift for IOs apps, neither Java, nor Kotlin, nor c#, nor any language for Android apps... So forget DW...
   
   
2. if you choose a PWA, in this case DW can help you... because it handles HTML, CSS, JS... but then, there is no care and support to HTML5 API, no PWA management, and even less caching tools, service workers, and Promise... so ... that's a very important part of developing a PWA that DW doesn't handle
   
   
3. finally if you opt for a WP solution, with plugins such as PWA https://wordpress.org/plugins/pwa/ used in conjunction with a dating specific plugin... in this case you will be able to largely use DW as a code editor and management manager to create your own child template (in this regard you also have access to premium dating templates), as well as your personal plugins.
   Concerning plugins and/or templates to be used with WP I let you google on the subject

I won't sugar coat this.  Dating apps & social chat rooms are a magnet for romance scammers, hackers, serial killers and child traffickers.  The lowest form of human predators.  See related link below.

If you think you can build a safe & secure dating app from scratch, think again.  And then hire a lawyer because you'll need at least one to keep you out of legal trouble.  😱
