Can't make left smart quotation marks {Mac}

While fixing one problem, I somehow changed a setting. I now cannot make smart left single and double quotation marks.  I can make the right side smart quotation marks.  I can do it in other apps, so I somehow flipped a Dreamweaver setting and can't figure out how to go back.  When I type "option [" nothing happens.

    It was an artifact of updating the Mac system software.  Adobe support worked me through the rather complicated process necessary to reset preferences.

    Hold down Cmd + Option + Shift while launching Dreamweaver.

    I’m not sure. The rep connected to me remotely and worked on the permissions. I could see things happening on the screen, but I can’t recall them from memory.

    For coding reasons, I have Smart or Curly Quotes turned off by default.  They create nothing but problems in code.

     

    When curly quotes are absolutely essential for appearance, use the HTML entities below.

    Thanks.  That doesn't quite solve my problem.  I can paste the quotation marks in, but I used to be able to use "option [" to get what I wanted.  Now when I do that, nothing happens.  Having spent about half an hour trying to figure out which setting I inadvertently changed, I'm hoping someone can show me what I changed.  It has to be a Dreamweaver setting, since "option [" produces smart quotation marks in other Apple apps
