Creative Cloud will not Update Dreamweaver to the latest version of 21.4 on Win 11

Creative Cloud reports that my Dreamweaver is up-to-date. My current installed version is 21.1. I've tried a complete uninstall, after which i used the cleaner tool then reinstalled. No change. Still no 21.4. My legacy Win 10 PC, however, has 21.4. What am i missing?

I went through the steps listed here as well.

Make sure your computer meets the minimum CPU & GPU requirements. Most Creative Cloud apps work on:

Windows 11 versions 23H2, 22H2, 21H2, and Windows 10 versions 22H2, 21H2 (LTSB branches aren't supported).
MacOS 14 (Sonoma) 13 (Ventura), 12 (Monterey), macOS 11 (Big Sur).
