Adobe removed the old CSS Properties Window, in favor of the clunky CSS Designer, a handful of versions back.

If you recently updated to the latest version, from anything CC 2015 or earlier, you can open it by going to Window > CSS Designer or Shift + F11.

Which version of DW?  Which operating system?

Is your stylesheet attached to your document?  Or are you working with embedded CSS code?

IMO,  editing styles by opening the CSS file is vastly superior to clumsy Design Panels.  With code hints and auto code completion you get your work done much faster and more accurately.

If Panels won't open, are you working with error-free code?  Use the validation services below to check and fix all reported errors.
