There should be a way to design a portfolio website in dreamweaver and incorporate that into adobe portfolio. It would provide a significantly better platform for upcoming artists and students looking for work and to show their work in a more personalized way as well as showing their html, css, java skills without having to outsource to a server it can all be done with adobe products.

No, it's not possible.  Adobe Portfolio is an online site builder, not a coding platform.  Portfolio comes free with paid Creative Cloud plans.  You have 12 Themes to choose from.  It's a closed system that permits you to build a web presence.  That's all it is.  Code insertion is not possible by design so non-coders can use it safely & securely without causing harm to their sites.

Dreamweaver is for people who want to work code and pay to host their sites on commercial servers.  Different tools for different people.

If you want to keep using Portfolio and demonstrate your coding skills, add links to your scripts on GitHub, CodePen or JS Fiddle.
