Disable Tool-Tips in DreamWeaver

Once again, I have to waste gobs of time trying to fimd where to disable this aggravating feature.  I'm using the latest version of DreamWeaver for Mac—21.6—and have spent an exorbitant amount of time looking for this item which, in their determination to drive their users crazy, Adobe has cleverly hidden.  Please see the attached image to know what brand of nuisance I'm referring to.

Any help woud be appreciated.
