Dreamweaver 2017 - Insert HTML Comments missing!

Am I blind or has the Insert | HTML Comments menu item been removed/relocated? How do I do this now? I sometimes forget the comment syntax for the various code types and situations.

It's in the Common Toolbar now.

You're welcome. 

The Comments used to be in the Insert panel.  And that's what the User Guide still says.  But the User Guide is incorrect for 2017 which confuses people.
