First thing to try is Restoring Preferences.

https://helpx.adobe.com/dreamweaver/kb/restore-preferences-dreamweaver.html

Failing that, go plan B of removing Creative Cloud and Dreamweaver with the Adobe Cleaner Tool.

Restart your computer (important).  Then reinstall everything fresh on Monterey with a Mac user profile that has full administrative permissions.

Hope that helps.

I uninstalled everything and cleaned with CloudCleaner. Restarted the Mac. The problem remains, for both Dreamweaver and Illustrator. I do not know what to do... Please Help

If you used the cleaner and re-installed and it's not working this is a more serious OS level issue that may be affecting you. Can you try logging in as another user and see if the problem persists?  You may need to consider an OS user migration.

I have never had such problems. Photoshop and Indesign work but Dreamweaver and Illustrator no longer. What do you mean by user migration?

For a user migration, you would create a new user on the computer and migrate user docs over but let the OS re-create everything else. When things get this complicated, you could troubleshoot for days trying to figure out the root cause. To know if you need this, try setting up a new user or login as a guest user and see if the problems persist. If they do not then your OS user account may be corrupt.
