Hi,

I am not computer savvy and I used Dreamweaver 8 a long time back and I think I can handle it. Is there a way to download Dreamweaver 8 without losing a leg and an arm...:)

If you're not a skilled coder and need a basic web site, look at Adobe Muse or Adobe Portfolio.

Adobe Muse is desktop software aimed at designers who don't want to work with code.

Adobe Portfolio is an online web service.  Portfolio is free with your Creative Cloud plan.

No.  It's too old.  DW8 was the last Macromedia product made in 2005.  Macromedia is out of business and their servers were taken offline years ago.

The best I can suggest is downloading a 7-day trial of Dreamwever CC and see how you like it.
