I can confirm the behaviour, but i'm not certain if it is a bug, as it is logical to me that php code would require code view.

Opening in split view, may be the best method, as the user may decide to insert html elements before inserting php code. Just a thought.

I can confirm the same if I go to File > New > New Document > PHP > Create.

My workflow is slightly different whereby I do not get Split view, namely, when the Testing Server Model has been setup as PHP MySQL, I right click the folder where the new document should appear and click New File. From here you can give the document a name, double click the new document and start scripting in Code view.

I can confirm the same behavior in CC2017.5 Build 9787 on Windows 7.

It may be a bug or, possibly, an intentional function for some reason. Though I don't know what they reason could be.

You could report it under Help > Submit Bug/Feature Request and if enough people vote/agree that it's an issue, Adobe may change the behavior.

For me it's automatically switching out of the default Code View into Split.
