Dreamweaver CC 2017 Images are not loading in the extract panel...

    Extract works with PSD files from Photoshop.  But it won't work with Artboards.

    How to extract assets from PSD files into Dreamweaver web pages

    Also, you must create a new HTML document. Extract creates CSS but does not create HTML code for you.
