I have a subscription to Adobe CC 2017 and I was wanting to know if I can download Dreamweaver to my iPad air 2?

The iPad Air runs the iOS mobile operating system.
Dreamweaver only runs on Windows or Mac desktop operating systems. For Macs that OS X or macOS Sierra.
