Dreamweaver CC save disabled?

I'm not able to save my html with 'Ctrl S' or file save. The only way I can push it through is to 'x' out and say 'yes when it prompts to save. Super annoying to have to close my document every time I want to save. This may be related: the html is looking for frame resources that aren't there. It warns me on open. My question is two part: 1) how do I turn off the search for frame resources on load (I don't care if they don't exist in development) and 2) how can I get my save functionality back?
