If restarting the program and computer doesn't bring it back for you, you could try clearing the program cache and/or restoring preferences.

If those don't work, a corruption like that would usually be taken care of in an uninstall/reinstall using the Adobe Cleaner Tool. However, as Nancy mentioned, CS3 can't be installed on new systems, or completely wiped off and reinstalled on old ones, anymore due to the activation servers being taken offline years ago.

CS3 is dead.   Why are you using obsolete software from 15 years ago?

You cannot reinstall CS3 because the aged out activation servers for it don't exist anymore.   You need modern software.
