Dreamweaver Middle East - not reading Hebrew url

My webpage has some url's with Hebrew characters. When logging to dreamweaver (CS6, on Windows 10, website is on a Windows platform), I get an error message that relates to the language (see the red error message on the right).

I have no problem using and editing in both Hebrew and English, but the Hebrew url's don't read, and in fact, are not downloaded to the local site. In the remote site I can only see question marks.

If I try to open one of these pages, I get a "File activity incomplete" error, with the following details:

/httpdocs/???? ???? ??????.asp - error occurred - An FTP error occurred - cannot get ???? ???? ??????.asp.  Access denied.  The file may not exist, or there could be a permission problem.

Changing Dictionary in preferences did not help, and Code rewriting> URL encoding - neither of the three options worked out (see the jpg at the bottom).

Any suggestion?

BTW: Filezilla has no problems reading these files properly.
