Dreamweaver wont open. "Localized resources files could not be located. Please reinstall this application to solve the problem."

I have spent a whole week trying to resolve this issue. Am I supposed to download something else with it? add-on's? I cannot understand why a newly downloaded program will not open.

I have uninstalled the program 8 times and still no luck when downloading it again.

I have contacted support, "they are having technical issues and cannot help me right now" so my frustration is building.

I have a full subscription so it shouldn't be a subscription issue. Can someone please help me
