DW CC 2018 site management issues

I am setting up site and get this message. There is no site inside another site.

If I click ok - it starts creating new files and wont stop.

I do not have anything set up for the server.

I have reset DW 2018 preferences and did not correct issue.

I have re-installed DW 2018 and issue did not correct.

Any advice would be helpful. !

I keep my local site folder on my primary hard drive as in C:\MyTestSite\   and the folder name is unique.  There are no duplicate folder names on my HD.
