Error when launching DW 2020: Offline licensing resources path does not exist. Shutting down

Question

Fresh install of DW 2020 v 21.0.

When attempting to launch, I get this error:

I have uninstalled/reinstalled to no affect.

Every other CS application is working fine - the error is limited to Dreamweaver.

Please assist.

Assuming you have the latest Windows 10 updates and your system meets min requirements to run latest DW 21.0, please contact technical support via online chat.

1. With a browser that accepts cookies and does not have script blockers, please log-in to your account portal below.

2. Scroll down to Contact Adobe on the same page.
3. Click the chat icon. Online chat is available in English 24/7.
4. In the chat box, type AGENT followed by enter key and wait for a human.
5. Alternately, phone customer service M-F during normal business hours.
