Extract Button in Dreamweaver

What @BenPleysier  said is correct.  Extract service is discontinued.  But you don't need it. 

1. Copy CSS code from Photoshop layers.

2. Create a new CSS document in Dreamweaver -- File > New > CSS.

3. Paste CSS code into your stylesheet.

4. Save stylesheet. 

5. Create a new HTML document for your content.

Edit CSS selectors to match your markup.

The official statement:

Beginning July 01, 2022, feature workflows in the Extract panel will be unavailable in Dreamweaver. We advise that you use Photoshop instead to extract style information and assets for PSD components for use in Dreamweaver.
