files panel toobars and viewing remote files

Please could someone explain how to manage the files panel toolbars so that I can put the buttons underneath the drop-down menu.

I'm not exactly sure what you're asking.  Buttons inside the Files Panel (F8) cannot be moved if that's what you mean.

In the screenshot below, my local site folder and remote server are defined in DW (Site > Manage Sites...). 

In this second screenshot, my Files Panel is fully expanded and connected to my site's remote server.  To un-expand panel, hit the Expand icon a 2nd time.  To disconnect from server, hit the Connect icon a 2nd time.

If that's not what you're asking, please come back and elaborate with a screenshot so we can see what you see.

Once created, you will need to select your site from the Files Window dropdown menu in order to activate the tools there.

What do you mean by "just expand it on width"?

Where is the selector?

just expand it on width... you will so realign the toolbar... you can access to remote file using the selector
