Simple answer is yes, most of the comments made are still applicable.

The more complexed answer is that css now offers the ways of working that the author says are not easily achieved, such as multi-column and grids. If you go down to the related content section at the bottom of the page you will see that more modern methods are now available, and widely supported in modern browsers and devices.
