Having trouble with creating css

Hello,

I have tried and tried to create a css with dreamweaver, and it always opens up 2 styles and then I cannot save it to preview.

I know I must be doing something wrong, I have even tried to link a style sheet and that does the same thing.

Is there something I am doing wrong?

    #1 If not already defined, create your local site folder from Site > New Site...

     

    #2 Inside the <head> tag of your HTML document, add a link to your stylesheet.

    Go to Tools > CSS > Attach Stylesheet. 

     

    #3 Hit the Browse button and navigate to your local site's CSS file. Use LINK not Import.

    Ctrl/Cmd + S to save document.

     

    ==================

    To create an external stylesheet, go to File > New > CSS.

    Paste the following code and hit Ctrl/Cmd + S to save document.

    @charset "utf-8";
/* CSS Document */
html { font-size: 16px }

body {
font-family: "Lucida Grande", "Lucida Sans Unicode", "Lucida Sans", "DejaVu Sans", Verdana, "sans-serif";
font-size: 1.5rem;
margin: 0 auto;
max-width: 56em;
padding: 1em 0;
}
