HELP! DW CS3 starts briefly, then shuts down

I recently installed Dreamweaver CS3, and attempted to run the program today (I am running Windows XP on an HP). When I select the program, it gives me the error, "You cannot use this product at this time. You must repair the problem by uninstalling and then reinstalling this product or contacting your IT administrator or Adobe customer support for help."

I have uninstalled and reinstalled the program twice, but cannot figure out why I am still getting the error. Any ideas would be greatly appreciated!

This is usually a licensing problem, which can be caused by an
incompletely uninstalled trial version, using a creative suite with a
standalone licence or vice-versa, or some leftover from a beta product.

Otherwise, your best bet is to contact Adobe support.
