Help Finding the right "Modern and Cool Flyout Menu"

Hello everyone!!!

I was wondering if anyone could help me find a way to develop a Menu system JUST LIKE the one on the White House Website.

I am looking for something that looks EXACTLY like that. When you mouse over the menu, it appears immediately without any delay whatsoever. I also like very much the red bar on top of the menu (when the mouse is over it) and at the bottom. Simple yet modern.

I would be delighted if you can help me find an extension that does that OR if you can point me to resources to allow me to do that. Keep in mind my knowledge is limited on these things... LOL
