Horizontal tearing glitch while scrolling

While scrolling in Dreamweaver, there is noticable issue visible. A horizontal warping of the screen in the same place at various speeds. I tried this on multiple monitors and even swapped out my graphics card. Before I reinstall Windows 11 I want to know if anyone else is experiencing anything like this...

I can't reproduce it on my end.

Does this graphics problem happen in other apps?
Which graphics card are you using?
Do you have the latest drivers from the card maker's website?
Are you running multiple displays?

No it doesn't happen on other apps. In fact, I had my task manager there to show that it doesnt get affected while scrolling under it. The graphics card is a 3080ti rtx asus tuf card with the latest drivers. I even tried rolling the drivers back, used microsoft drivers too. And happens on single and multiple monitors. I even tried completely new different monitors. My next test will be to test on a different motherboard which hasn't arrived yet. The other graphics card I tried was a asus tuf radeon rx 6700 xt.

I suppose it could be due to a corrupt Workspace profile.

Try changing your Workspace.
