Where can I find the html and CSS code to add a drop down menu to the basic layout multi column template?

There is no drop-down widget built in to DW for that particular starter template.
If you want advanced features, start with one of the Bootstrap Starter Templates. See screenshots.
Open Snippets folder and examine the Bootstrap Snippets.
