Where do I find a text area, with all options (e.g., bold, underline, etc.) instead of the basic text area in Dreamweaver?

You need to use a plug-in, such as CK Editor or TinyMCE.

Google WYSIWYG and you'll find a lot of options.  I've used TinyMCE when building a lot of Content Management Systems for clients, and it's part of what wordpress uses as well, and I think it's very easy to work with.  Both solutions above will do the trick.
