How do I run Dreamweaver standalone. I have no use for Creative Cloud.

Similarly, Dreamweaver CC is subscription software.  You can't run it without an active subscription to Creative Cloud.  All CC apps & services are managed from your Creative Cloud Desktop app including verification of your subscription status.

That said, I turned off Creative Cloud Desktop app from Windows Start Up and keep it closed 90% of the time. I only open it when I need to sync, use Adobe Fonts, Creative Cloud Libraries or update apps.  After which, I close it with Ctrl + W > Quit.

You can subscribe to DW without the rest of the Creative Cloud. But as far as the CC app goes that is required because as mentioned it verifies your install. The only way not to have any creative cloud on your computer is to look for an alternative.

What crashes are you getting from the CC app? Some of those can be rememdied. Honestly DW is the only app crashing for me at the moment with it's annoying right click crash in sonoma bug. 

I'm not a fan of the Creative Cloud app, I think it's hot garbage, but DW isn't actually "in the cloud" it's installed on your machine just like the older versions. The only difference is that it needs to check in periodically with Adobe's servers to verify you have a valid subscription. You don't need the CC App running in order to work with the programs you've download from it.

There is no "Dreamweaver standalone" version any longer, that stopped with CS6 about 10 years ago.

Adobe discontinued their older perpetual licensing format and no longer sells or supports any version of DW outside of the Creative Cloud. Be very, very careful if approached by someone claiming to be an Adobe rep attempting to sell non-cloud versions of any program.

They are scammers, period.
