Dreamweaver is a web development app. I don’t understand what you mean about the discount. There are discounts for organizations like charitible organizations, educational institutions, or students, but you would need to talk to sales about that. This is only a user to user community.

Adobe offers discounts to eligible Students & Teachers who purchase Creative Cloud Pro (20+ apps & services).
