Despite my first instinct that this is a veiled attempt to spam the boards, I will attempt to answer your question.

There's no quick path to knowledge.  Dreamweaver is only a tool.  Tools don't build websites, people do.

Learn to code.  Take a college course or take courses online.  Learn all you can about HTML, CSS, JavaScript, server-side code, databases and at least 2 frameworks.   Then practice, practice, practice.

Good luck!

Dreamweaver does not create Wordpress sites.  If you are using a Wordpress site and are a developer then Wordpress can help you test locally with live view to see your changes in real time.

For you I would start with the basic Wordpress documentation to understand how to edit things like the CSS of your theme and then, if you are beginning, you may also want to consider a framework like WP Bakery ( https://wpbakery.com ) or Divi ( https://www.elegantthemes.com ) which may be easier to learn then learning Wordpress from scratch.
